The Group Board delegates day-to-day management of activities to the Group Chief Executive, David Bennett, who is responsible for ensuring that the organisation has appropriate executive arrangements in place to meet our objectives and targets, and that those arrangements reflect the complex needs of our business, including financial performance, capital investment, compliance, growth and business planning.

Group Chief Executive

David Bennett is a chartered accountant and has extensive experience in the housing association sector. He has been the Group Chief Executive of Sanctuary since 1992. Prior to joining Sanctuary in 1990, he held senior finance positions in the commercial sector. David was appointed Commander of the Order of the British Empire (CBE) in 2015 for services to social housing.

Craig Moule joined Sanctuary in 1989 from Coopers & Lybrand. He is responsible for finance and resources including financial strategy, treasury and risk, information systems, business information, procurement, asset management, governance and legal services, and the Shared Service Centre.

Craig manages Sanctuary’s relationships with investors, bankers, internal and external auditors, and the rating agencies Standard and Poor’s and Moody’s Investors Service. In addition Craig leads on negotiations of complex commercial deals including raising private finance.

Simon Clark is Group Director - Housing, with responsibility for the management of the Group’s landlord functions across English and Scottish operations.

Simon has been with the Group for nine years, starting as Managing Director of Rochford Housing before taking on a variety of national roles leading on customer services. His current role will oversee driving improvements in service delivery resulting in increased productivity, efficient working and maintaining high levels of customer satisfaction.

As Group Director - Development, Peter Martin is responsible for leading the Development and Construction teams to achieve the Group’s ambitious development programme which will see Sanctuary deliver 30,000 new homes by 2026.

Prior to this role, Peter was appointed as Senior Development Manager for Sanctuary Scotland, promoted to Head of Development Services and then appointed Director of Sanctuary Cumbernauld. This follows 25 years working in the housing sector.

Mark McCarthy joined Sanctuary Housing in April 1998 and has since been instrumental in establishing Sanctuary Care as one of the leading providers of registered care in the country.

Latterly holding the position of Director of Finance and Administration, Mark managed both the finance and business services teams of Sanctuary Care. Now as Group Director - Care, Mark is responsible for leading the Group’s care home portfolio. Mark previously worked as a project accountant for an international project management company based in London.

As Group Director - Commercial, Nathan Warren is responsible for developing commercial opportunities for the Group and leading on new business development.

Before joining Sanctuary, Nathan spent his career working in the private sector with FTSE listed Rolls-Royce Plc, chartered accountancy practice Grant Thornton and US global oil and defence group Halliburton. During his time with Sanctuary, Nathan has led a number of our operations and worked on corporate planning and business development activities.

As Director - Corporate Services, Nicole Seymour is responsible for human resources, learning and development, public relations and communications, and customer services.

Nicole successfully completed Sanctuary’s graduate programme in 2014. Since then she has worked as a business development analyst before setting up a new service for the strategic oversight of complaints, management of enquiries from key external contacts, and the maintenance of policies and procedures across the Group.
